Understanding JEE Advanced Eligibility and Admission Process for OCI and PIO Candidates

JEE Advanced is a national-level engineering entrance exam conducted by one of the IITs on a rotational basis. To be eligible to appear for JEE Advanced, a candidate must first qualify in JEE Main, which is conducted by the National Testing Agency (NTA).

OCI (Overseas Citizen of India) and PIO (Person of Indian Origin) are terms used to refer to individuals of Indian origin who have acquired the citizenship of another country. OCI cardholders are granted special status by the Government of India, and they are entitled to certain benefits such as visa-free travel to India, the right to work and study in India, and exemption from the requirement to register with the Foreigners Regional Registration Office (FRRO) while staying in India. PIO cardholders also enjoy similar benefits such as visa-free travel to India, the right to work and study in India, and the right to purchase residential and commercial properties in India, among others

Earlier Both OCI and PIO candidates can apply for admission to Indian technical institutions such as Indian Institutes of Technology (IITs) through the Direct Admission of Students Abroad (DASA) scheme. The DASA scheme is coordinated by the Ministry of Education, Government of India, and offers admission to foreign nationals, PIOs, and NRIs (Non-Resident Indians) to engineering, architecture, and other undergraduate programs offered by the NITs (National Institutes of Technology), IIITs (Indian Institutes of Information Technology), SPAs (Schools of Planning and Architecture), and other premier technical institutions in India.

The IIT Guwahati in its notification said The OCI/PIO candidates shall be regarded as Indian citizens in accordance with the judgment dated February 3, 2023 in Writ Petition (Civil) 891 / 2021, which was rendered by the Hon'ble Supreme Court of India.

When registering for JEE (Advanced) 2023, OCI/PIO candidates who have completed or are completing studies at the 10+2 level or equivalent in India or abroad are NOT required to take the JEE (Main) 2023 exam; instead, they may register for JEE (Advanced) 2023 directly, provided that they meet the other eligibility requirements listed below. All OCI/PIO applicants will be taken into consideration in addition to the 2,50,000 Indian citizens who are eligible to apply for JEE (Advanced) 2023 eligibility, not in lieu of them. Only the year 2023 will be affected by this one-time action.

During seat allocation, OCI/PIO candidates will be placed in the OPEN category and considered for seats based on their Common Rank List (CRL) or CRL-PwD (Persons with Disabilities) status, as well as for any available Female Supernumerary seats, provided they meet the JEE (Advanced) 2023 qualifying criteria. It is important to note that OCI/PIO candidates are not eligible for any reservation benefits under the GEN-EWS, OBC (NCL), SC, or ST categories for seat allocation. Instead, they will be considered for seat allocation under the OPEN and OPEN-PwD categories, along with any available Female Supernumerary seats, as applicable

The eligibility criteria for appearing in JEE Advanced 2023

Candidates who are NOT citizens of India (by birth or naturalized) and/or are OCI/PIO card holders and have studied or are studying in INDIA/ABROAD at 10+2 level or equivalent at the time of registering for JEE (Advanced) 2023 must simultaneously fulfil each and every one of the following four criteria (Criterion A to D) to appear for JEE (Advanced) 2023.

• Criterion A: Age - Candidates should have been born on or after October 1, 1998.
• Criterion B: Number of attempts - A candidate can attempt JEE (Advanced) a maximum of two times in consecutive years.
• Criterion C: Appearance in Class XII (or Equivalent) Examination - Candidate should have appeared for the Class XII (or equivalent) examination for the first time in either 2022 or 2023 with the subjects Physics, Chemistry, and Mathematics as compulsory subjects.
• Criterion D: Earlier admission at IITs - A candidate should not have been admitted to an IIT irrespective of whether or not the candidate continued in the program OR accepted a seat at an IIT by reporting "online"at a "reporting centre" through JoSAA in the past.

Candidates who meet all the above criteria must also fulfil the following additional conditions:

• If a candidate is from a country where a minimum stint in the armed forces (or allied) for a certain period is mandatory before/after Class XII (or equivalent) examination, the candidate will be given a relaxation of the required number of years.
• Candidates who had appeared in Class XII (or equivalent) examination, for the first time in 2021 or earlier, are not eligible to appear in JEE (Advanced) 2023, irrespective of the combination of subjects attempted/offered.
• If the examination Board of Class XII (or equivalent) declared the results for the academic year 2020-21 on or after October 25, 2021, then the candidates of that Board who appeared for their Class XII (or equivalent) examination in 2021 are also eligible to appear in JEE (Advanced) 2023, provided they meet all the other eligibility criteria.
• The candidates who were allocated a seat in an IIT through JoSAA 2022 but (i) did not report "online"/at any "reporting centre", OR (ii) withdrew before the last round of seat allotment, OR, (iii) had their seat cancelled (for whatever reason) before the last round of seat allotment for IITs, are eligible to appear for JEE (Advanced) 2023.
